Freeland (and much of South Whidbey) is located in Unincorporated Island County. If you are doing business within the city limits of Langley, you will need a Langley business license. For everyone else, as Island County does not have its own business license, you will just need a Washington State business license.

  1. Register with the Secretary of State for a Unified Business Identifier (UBI).
  2. Once you have your UBI, use the Department of Revenue’s Business Licensing Wizard to apply for a business license and discover any other permits or requirements you need for your business.
  3. Apply with the IRS for a Employer Identification Number (EIN). Even if you do not have or plan to have employees, an EIN serves as your business’s unique identifier, like a social security number for your business.
  4. Apply for a reseller’s permit. This allows your business to purchase items for resale without double-paying sales tax.
  5. Washington State requires all construction contractors to register with the Department of Labor & Industries. State law also requires you to be bonded and insured. Register as a contractor.
  6. Any business wishing to play music (whether live bands, karaoke, or recorded or streamed music) must have the proper license or will violate strict copyright laws. BMI and ASCAP licenses cover most music.
